My name is Celia Karina San Felipe, a resident of your program located at Benning R. in Building # 400 on 50th Street SE. APT 402.
I have been in your APTO service since April 28, 2025. I am a Lesbian resident there. I am a professional with higher education, a writer in paper and electronic books, magazines and newspapers, and like other immigrants, I am restarting my life after recently obtaining my work permit, social security and legal name for my project A TIMELINE USADYKE LLC.  

My training and responsibility as an adult and professional woman dedicated to the LGBT+ community require me to understand how your program works, since I currently do not understand it. 
When I arrived and was accommodated, the case manager XXXX was supportive, and assured me that I would be living in an apartment with full use of common spaces (living room, kitchen, bathroom, 2 (two) bedrooms with two beds in each bedroom, etc.). 
At that point, one of the dormitories was already occupied by a single resident. I was accommodated in the second dormitory.
Approximately during the second week, a second resident was housed in the dorm where I was. Then, a fourth resident was housed in the other dorm. 
So today, there are 4 of us (four people) in a two-bedroom apartment (two beds per bedroom).  

My specific concerns:  
1. Deceptive conditions of the space?:  
   - Kitchen: It seems functional but lacks a microwave, blender, juicer, and other basic items. Its internal structure is uninstalled, making it unusable and impossible to cook in. There are no structures in the kitchen to make food and only cold food is allowed.  
   - Refrigerator: It works, but we are prohibited from using it. It was unplugged after two weeks without explanation.  
   - Lighting: Spotlights are missing in key areas (such as the dining room), making it difficult to work or read even during the day.  

2. Unreasonable restrictions:  
   - I was prohibited from moving a table and chair 2 meters within the same kitchen to use natural light from the window, despite being the only one using that space.  
   - The living room furniture appears to be infested with mites (my doctor prescribed anti-mite treatment, and I have been taking the anti-mite medication prescribed and provided by my primary care physician).  

3. False autonomy:  
   - What your program presents as "apartment 402" functions as a covert detention system: everything is prohibited, nothing is authorized in the use of our benefits, and there is daily monitoring by uniformed "police" or civilian staff.  
   - This does not prepare us for independence; it is a "false empowerment" similar to a shelter, differentiated only by having two people per room.  

Additional conditions:
Discrimination in WORKPLACE OPERATION.
In addition to the above, it is important to highlight that the living conditions in the apartment are highly restrictive. 
There are no keys to enter the apartment, which means a lack of control over each resident's own space in apartment 402.
 There's also a strict ban on visitors, which significantly limits external social interaction with my group of friends and work appointments for my project.

Added to this is a strict and restrictive schedule for any outside social activities, which together create an environment resembling a detention center. 
These conditions severely restrict LGBTQ+ personal freedom and autonomy.

Request:  
I want an explanation to understand the disparity between what you "OFFER" and "REALITY":  
- Is the apartment 402 model (non-functioning kitchen, extreme restrictions, lack of privacy, etc.) part of the official program design?  
- Does this only occur in APT 402 or in all apartments, or is the utility of the residents different in each apartment in your program?  
- What is your position on this reality? Are you aware of this situation?  

As an LGBT+ professional committed to my community, I need to know if you were unaware of this situation or if it is program policy. 
I am escalating this note to obtain clear and documented responses.
